What it means

The sea represents chaos, confusion and the world system; the ocean represents many peoples, tongues and nations, and expedition.

Evil, and the system of this world in restless motion.

The waters which thou sawest are peoples, and multitudes, and nations, and tongues. The sea in Scripture is rarely only water — it is usually humanity in movement.

How to tell the difference

Note whether the sea is calm or raging, and whether the dreamer is on it, in it, or watching from land. Calm sea with a wide horizon usually speaks of scope and calling; raging sea speaks of the nations in turmoil or of the dreamer overwhelmed.
